Bước 1: UBND tỉnh có công văn gửi Bộ Kế Hoạch và Đầu tư và Bộ Tài chính để xin ý kiến về việc điều chỉnh thời gian thực hiện dự án đã được phê duyệt trong Quyết định phê duyệt Chủ trương đầu tư;

Bước 2: Bộ Kế Hoạch và Đầu tư và Bộ Tài chính có công văn trả lời UBND tỉnh;

Bước 3:  UBND tỉnh trình Hội đồng nhân dân tỉnh điều chỉnh thời gian thực hiện dự án;

Bước 4: Hội đồng nhân dân tỉnh cho ý kiến (Bằng văn bản hoặc bằng Nghị quyết) đồng ý điều chỉnh thời gian thực hiện dự án (Đến 25/12/2026).

Bước 5: UBND tỉnh trình Bộ KHĐT điều chỉnh các nội dung: Điều chỉnh gia hạn thời gian bố trí vốn (gia hạn thời gian bố trí vốn từ ngày 1/1/2025 đến 31/12/2026)

Bước 6: Bộ KHĐT chủ trì, lấy ý kiến các Bộ liên quan về các nội dung đề xuất của UBND tỉnh;

Bước 7: Bộ KHĐT tổng hợp, ban hành văn bản yêu cầu UBND tỉnh hoàn thiện hồ sơ điều chỉnh theo ý kiến của các Bộ tham gia thẩm định (nếu có);

Bước 8: UBND tỉnh hoàn thiện hồ sơ, báo cáo Bộ Kế hoạch trình Thủ tướng Chính phủ phê duyệt;

Bước 9: Bộ KHĐT trình Thủ tướng Chính phủ điều chỉnh thời hạn bố trí vốn;

Bước 10: Thủ tướng Chính phủ ban hành Quyết định điều chỉnh thời gian bố trí vốn

Step 1: The Provincial People's Committee sends an official dispatch to the Ministry of Planning and Investment and the Ministry of Finance to ask for opinions on adjusting the project implementation time approved in the Investment Policy Decision;

Step 2: The Ministry of Planning and Investment and the Ministry of Finance send an official response to the Provincial People's Committee;

Step 3: The Provincial People's Committee submits to the Provincial People's Council to adjust the project implementation time;

Step 4: The Provincial People's Council gives opinions (in writing or by resolution) agreeing to adjust the project implementation time (until December 25, 2026).

Step 5: The Provincial People's Committee submits to the Ministry of Planning and Investment to adjust the contents: Adjust and extend the capital allocation time (extend the capital allocation time from January 1, 2025 to December 31, 2026)

Step 6: The Ministry of Planning and Investment presides over and collects opinions from relevant ministries on the proposed contents of the Provincial People's Committee;

Step 7: The Ministry of Planning and Investment synthesizes and issues a document requesting the Provincial People's Committee to complete the adjustment dossier according to the opinions of the ministries participating in the appraisal (if any);

Step 8: The Provincial People's Committee completes the dossier and reports to the Ministry of Planning to submit to the Prime Minister for approval;

Step 9: The Ministry of Planning and Investment submits to the Prime Minister to adjust the capital allocation deadline;

Step 10: The Prime Minister issues the Decision to adjust the capital allocation time
